Regina María de Lira Molina

Regina María de Lira Molina, from Monterrey, Mexico, is pursuing an LLM in international economic law, business, and policy at Stanford Law School. She earned her law degree with highest honors from the Facultad Libre de Derecho de Monterrey. Regina aspires to advance dignified lives across Latin America by redesigning legal and financial systems to make access to critical infrastructure, resources, and economic participation structurally guaranteed. At Hogan Lovells, she advised on project finance spanning water, mobility, and other essential sectors; inclusive finance transactions; and landmark reforms repositioning Mexico’s development banks as impact-driven catalysts. She co-coordinates Menstruación Digna México, a nationwide movement that eliminated Mexico’s tax on menstrual products, pioneered state-level legislation on menstrual justice, and produced the country’s first Menstrual Management Survey with UNICEF. At Fortis Consultoría, she was a project analyst for internationally-funded initiatives on access to justice, forced disappearance, and femicide. Regina is a Fulbright-García Robles Scholar.
